Provincial Health Office, Western Province in conjunction with U.S Centre for Disease Control and Prevention (CDC) has been implementing programs to improve the management of TB, STIs and HIV/AIDS care services in the Province since 2006. To further strengthen the programs, WPHO is inviting applications from interested persons who meet the minimum requirements to fill the following vacant positions on contract basis:


1. JOB TITLE: DRIVER

LOCATION: Western Province, Districts


JOB PURPOSE: To drive government vehicles to facilitate mobility of officers, materials and equipment


REPORT TO: Administrative Officer


PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)


Drives safely and regularly Business officials on official government business in order to facilitate attendance to official duties.


Prepares timely accidents reports in order to facilitate decision making.


Completes timely logbooks in order to enhance accountability of journeys.


Undertakes regularly basic vehicle inspection in order to ascertain its road worthiness.


Responsible for conducting physical repairs and maintenance of the entire program fleet.


Prepares maintenance schedules for the fleet.


Ensures vehicles’ routine and preventive maintenance is done as scheduled to avoid motor vehicle breakdowns by reporting when repairs or service is due.


Prepares reports on trends and common problems and contributes to developing solutions & shares with Transport Officer head.


Facilitates vehicle servicing and repairs as needed.


Drives safely all Officers on official duties.


Prepares timely accidents reports to facilitate decision making on the asset.


Completes timely logbooks to enhance accountability of journeys.


Undertakes regularly basic vehicle inspection to ascertain its road worthiness.


Undertakes timely delivery of goods/equipment from one station to another.


JOB SPECIFICATIONS/ REQUIREMENTS


Grade 12 full certificate or equivalent


Must be between 21 and 45 years


Driver’s License (Class C)


Certificate in Mechanics (added advantage)


Proven experience in vehicle physical repairs and maintenance


Four (4) years driving experience is required


Two (2) years relevant work experience in vehicle repairs


Experience in the usage of computers and office software packages


Training in Defensive Driving


Ability to communicate fluently in English and local languages


Other skills/Attributes: Computer literacy, administrative skills, good interpersonal relations and ability to use initiative


2. JOB TITLE: HIV/TB TECHNICAL ADVISOR

LOCATION: Western Province, PHO


JOB PURPOSE: To provide technical expert, oversight and leadership in the day-to-day implementation and management of the HIV/TB Program in the province as needed to improve HIV/TB services across the cascade.


REPORTS TO: The Clinical Care Specialist


PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)


Ensure delivery of quality TB and HIV services in all supported sites.


Provide technical guidance and oversight to ensure effective implementation of HIV/TB Programs including treatment and care services and prevention.


Design strategies to scale up adult, pediatric and adolescent HIV case identification.


Develop and implement strategies to ensure timely initiation of newly diagnosed HIV cases on ART in accordance with national guidelines.


Coordinate and develop strategies to manage PMTCT/EID and monitor implementation of re-testing policy in ANC, Labor & Delivery (L&D) and breastfeeding women.


Design systems and monitor implementation of HIV testing for HIV Exposed Infants (HEIs) according to current national guidelines.


Develop and implement systems on the management of retention and tracking of PLHIV missing appointments.


Oversee the development, interpretation, implementation and review of HIV/TB guidelines, systems, and standards to ensure quality clinical care and diagnostic services.


Provide oversight of site-level delivery of HIV/TB services to ensure optimal access to case identification, treatment and retention in care as well as improvement in treatment outcomes.


Develop and implement strategies to intensify TB case finding (ICF) and coordinate provision of routine HIV provider-initiated testing and counselling (PITC) to all TB patients with documentation in TB treatment registers.


Develop systems and monitor implementation of Cervical Cancer strategies in the Province and ensure that targets are met.


Undertake formulation, implementation and review of HIV/TB Program action plans to ensure quality delivery of health services.


Supervise and undertake Quality Improvement research projects in collaboration with HIV/TB Clinic staff to identify best practices.


Plan and implement regular program monitoring and participate in CDC Site Improvement and Monitoring Services (SIMS), document findings and prepare reports according to set standards and timelines.


Support the development and implementation of HIV/TB capacity building programs to impart appropriate skills and knowledge in clinical care staff.


Support targeted and data-driven technical support to TB/HIV clinical staff and coordinate TeleECHO program to ensure improved provision of adult and pediatric ART treatment, care services and prevention.


JOB SPECIFICATIONS/ REQUIREMENTS


Grade 12 certificate with at least five O-level credits


Degree in Medicine


Master’s in Public Health (added advantage)


Registered with Health Professions Council of Zambia with a valid Practicing License


Traceable experience of three (3) years or more in TB/HIV Management


At least five (5) years relevant experience in HIV management at management level


Training in TB/HIV, HIV management for both adults and pediatrics and/or PMTCT


Must be trained in WHO ART Modules


Experience in PEPFAR supported TB/HIV programs (added advantage)


Training in Project Management (added advantage)


Ability to write technical papers and reports clearly in English


Ability to communicate fluently in English and local languages


Must be between 21 and 55 years


Other skills/Attributes: Computer literate, Managerial skills, Interpersonal relations, initiative


3. JOB TITLE: COMMUNITY LIAISON OFFICER

LOCATION: Western Provincial Health Office, Facility Level


JOB PURPOSE: Undertakes implementation and coordination of comprehensive and sustainable HIV Prevention and Testing Services, linkage to ART treatment and Care, linkage to cancer treatment, and implementation of differentiated service delivery models to surrounding Community Posts, communities under their care and community IP at facility level.


REPORT TO: Facility In-Charge


PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)


Undertake coordination of TB/HIV facility and community planned activities to ensure comprehensive and sustainable facility HIV program.


Undertake community mobilization to create demand for HTS, PMTCT, TB, and Cancer screening.


Provide school health services targeting adolescents and school-going children.


Undertake linkage of negative clients to HIV Preventive services such as PrEP, PEP, and other HIV preventive services.


Provide HIV Testing Services to all eligible clients under supported DSD modalities.


Ensure newly diagnosed HIV positive clients are linked to appropriate HIV treatment services as per guidelines.


Obtain generated list of patients currently on treatment who are due for drug pick up, clinical visit, and viral load testing on a daily basis from M&E.


Ensure that all patients due for drug pick up, clinical visit, and viral load testing who did not show up are contacted/followed up daily.


Ensure that all patients defaulting treatment are actively followed up, their status determined, and brought back into care.


Ensure that high viral load RoCs are offered Enhanced Adherence Counseling (EAC).


Facilitate provision of community and facility-based models of differentiated service delivery.


Coordinate identification and referral of clients to community-based groups and collaborate with community Implementing Partners to establish ARV distribution points.


Provide mentorship to volunteers and collaborate with community IPs to strengthen HTS, Prevention, Index Testing, SNS, PNS, and Community Tracking.


Supervise CBVs/FBVs to undertake assigned TB/HIV related duties.


Undertake relevant register documentation and reporting on implemented activities.


Develop sectional and individual work plans to monitor and evaluate performance.


JOB SPECIFICATIONS/ REQUIREMENTS


Grade 12 full certificate or equivalent


Diploma in Psychosocial Counseling, Public Health, Social Work or any other related qualifications


Must be between 21 and 55 years


Two (2) years’ relevant work experience under the CoAg (added advantage)


Ability to write technical papers and reports clearly in English


Ability to communicate fluently in English and local languages

4. JOB TITLE: PHARMACY TECHNOLOGIST

LOCATION: Western Province – Facility Level


JOB PURPOSE: To provide ART related pharmaceutical services and activities in high-volume sites to enable uninterrupted supply of logistics.


REPORTS TO: ART In-Charge


PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)


Take regular stock of ARVs and related logistics, update inventory data for both electronic and paper-based records.


Maintain proper storage of ART drugs and related supplies.


Support facilities in timely placement of orders to ensure uninterrupted supply of logistics.


Provide logistical support to enable fast tracking of clients on ART and provide 6 months’ supply to stable clients (6MMS).


Pre-pack ARVs for clients on Fast-Track, Facility and Community-Based DSD models.


Undertake technical support to health care workers, Counselors and Lay Counselors on usage of logistics tools (DARs, stock control cards) to ensure efficient use of ART logistics.


Support hospitals in commodity management (forecasting, quantification and ordering) to ensure uninterrupted supply of ARVs and related logistics.


Monitor treatment regimens for clients on ART and collaborate with ART providers to ensure that all PLHIV are on standard regimens.


Participate in monitoring effects of ARVs and related drugs to timely identify and evaluate adverse reactions.


Compile weekly, monthly, quarterly as well as any other ad-hoc reports in the required formats.


JOB SPECIFICATIONS/ REQUIREMENTS


Grade 12 Full Certificate or equivalent


Must be between 21 and 45 years


Diploma in Pharmacy from a reputable institution


Registered with the Health Professions Council of Zambia with a valid practicing license


Three (3) years relevant experience


Experience and knowledge of ARVs and Essential Medicines Logistics Management

5. JOB TITLE: DISTRICT MEDICAL TB/HIV MENTOR (DMM)

LOCATION: To be deployed in CoAg supported districts in Western Province


JOB PURPOSE: To improve HIV/TB clinical care cascade focusing on meeting targets for epidemic control and improving quality of HIV/TB services provided at all sites in the district.


REPORTS TO: District Health Director


PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)


Ensure delivery of quality TB and HIV services.


Work with District Clinical Care teams to establish advanced HIV treatment centers in the assigned districts.


Perform timely and regular analyses of site level performance of every site in their assigned district(s) with special attention to highest impact sites with support from Monitoring & Evaluation team.


Find innovative solutions to challenges identified at sites within their assigned district(s).


Provide targeted and data-driven clinical mentorship to TB/HIV treatment staff for both adult and pediatric care services, including PMTCT in health facilities and monitoring of improvement in services.


Serve as technical coordinator of Project ECHO and utilize this platform to provide direct technical support and supervision in TB/HIV and data management by:


Participating in TeleECHO sessions as facilitator and faculty (present didactics).


Helping the facility in charge select case presentations and recruit site healthcare providers to participate.


Supervise Clinical Officer Mentors within assigned districts.


Work with MS/DHD in coordinating with implementing partners/stakeholders at the district level including community-based organizations on TB/HIV activities.


Work with clinic staff to identify and carry out Quality Improvement projects.


Work with pharmacists to ensure the supply chain of commodities is not interrupted.


Provide technical support and supervision in initiating and improving ongoing clinical care for patients receiving treatment for OIs, TB, HIV and PMTCT.


Provide technical support to service delivery teams at facility and community levels to improve access to care, case identification and retention in care as well as treatment outcomes (viral load suppression).


Provide technical support for the establishment of site-level patient flow patterns, infection control measures and SOPs for clinical and managerial staff.


Provide technical support for effective referral of TB and HIV patients from communities to facilities and vice versa and develop systems for patient tracking and feedback.


Actively participate in identifying best practices and documenting them.


Support efforts aimed at accelerating differentiated Service Delivery.


Participate in all TB/HIV technical meetings at district level and provide updates.


Identify training gaps in TB/HIV at both community and health facility levels in the district.


Participate in PHO program monitoring and CDC SIMS, document findings and assist sites in developing remedial measures.


Provide technical support to health facilities with low PT results and assist in developing remediation measures.


Compile weekly, monthly, quarterly and annual ad-hoc reports as required.


Perform any other duties as may be assigned by the supervisor.


JOB SPECIFICATIONS/ REQUIREMENTS


Grade 12 certificate with at least five O-level credits


Must be between 21 and 55 years


Degree in Medicine and Surgery or Degree in Clinical Medicine


At least two (2) years of relevant work experience in the field of TB and HIV control activities (supervisory experience at health facility or district level will be an added advantage)


Training in TB/HIV, HIV management for both adults and pediatrics and/or PMTCT


Fully Registered with the Health Professions Council of Zambia with a valid practicing license


Computer literate, with high competency in Microsoft Office (Word, Excel, PowerPoint)


Experience in PEPFAR supported TB/HIV activities (added advantage)


Clear understanding of the reporting hierarchy at district and facility levels


Good communication and interpersonal skills


Ability to uphold confidentiality and integrity


Trustworthy and honest
