JOB ADVERTISEMENT
The Government of the Republic of Zambia (GRZ) through the Ministry of Green Economy and Environment (MGEE) has received financing from the World Bank towards the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) II Project. The Ministry intends to apply part of the funds towards the recruitment of Project Implementation Support Staff.
Project Duration: 5-year period from January 2026 to December 2030
Coverage: 32 districts across Copperbelt, Luapula, Muchinga, Northern, and Southern Provinces
Project Goal: To combat drought and floods, build community resilience to climate shocks, and advance Zambia's 2030 goal of becoming a low-carbon, resource-efficient, and socially inclusive economy.
The TRALARD II Project will support the implementation of a jurisdictional Emissions Reduction Programme (ERP) in Muchinga Province and leverage resources from carbon markets to generate additional financing for climate-sensitive landscapes to improve rural livelihoods.
VACANCY POSITIONS
1. Communications Officer (Location: NPCU Lusaka)
Reports to: National Coordinator
Job Purpose:
Responsible for developing, implementing, and managing the communication, visibility, and outreach strategy for TRALARD II Project.
Main Duties:
Develop and operationalize a comprehensive Communication and Visibility Strategy
Plan and implement outreach activities such as roadshows, exhibitions, and awareness campaigns
Support community-based information, education, and communication (IEC) initiatives
Manage TRALARD II's website and social media platforms with timely updates
Establish communication risk and crisis response framework
Coordinate relevant training on media in climate change reporting and knowledge sharing
Qualifications:
Grade Twelve (12) Certificate
Master’s degree in Communication, Journalism, Public Relations, Development Studies, or related field
Minimum five (5) years at senior management/leadership level in communication and outreach activities
Experience with donor-funded projects and community engagement (climate change, environment, resilience) is an added advantage

2. Project Accountants x2 (Location: Lusaka and Choma)
Reports to: Financial Management Specialist and Provincial Project Operations Officer
Job Purpose:
Support the deployment of project resources for efficiency and effectiveness in project implementation.
Main Duties:
Prepare and submit financial reports based on project financial guidelines
Manage the preparation and submission of funds withdrawal applications
Participate in reviewing and consolidating budgets and annual work plans
Review budgets for PPU, districts, and other beneficiaries; facilitate processing of funding requests
Monitor financial compliance and control expenditure against approved budget
Consolidate annual financial statements and ensure audited financial statements are prepared
Manage and maintain accurate record of financial transactions
Update financial management system
Qualifications:
Grade Twelve (12) Certificate
Bachelor’s degree in accounting, full ACCA, CIMA, ZICA, or CA Zambia or related accounting professional qualification
Five (5) years’ experience in finance and financial reporting; experience in donor-funded organizations is an added advantage
Knowledge of World Bank financial management and disbursement guidelines is a strong advantage
Excellent computer skills and proficiency in accounting packages such as Pastel, SUN System, NAVISION, QuickBooks or similar software
Member of the Zambia Institute of Chartered Accountants (ZICA)

3. Procurement Officers x3 (Location: Mansa, Chinsali and Choma)
Reports to: Provincial Project Operations Officers
Job Purpose:
Responsible for the procurement of goods, works and services under direct execution responsibility in accordance with the Public Procurement Act of 2020, Public Procurement Regulation 2022 and World Bank Procurement Regulations for IPF Borrowers February 2025.
Main Duties:
Procurement planning, implementation and progress tracking according to approved procurement plan
Lead and guide project staff and key stakeholders in the selection process for consulting services
Monitor and report on timely execution of all project procurement activities and contracts
Liaise with Provincial Administration, Project Implementation Unit and the Procurement Specialist at NPCU
Develop, update and ensure implementation of the Procurement Strategy and Manual
Provide procurement advisory services at all levels of Project Implementation
Qualifications:
Grade Twelve (12) Certificate
Bachelor’s degree in Procurement, Supply Chain Management, or related field
Professional qualification such as MCIPS
Member of the Zambia Institute of Purchasing and Supply (ZIPS) with a valid practicing certificate
Minimum three (3) years post-qualification experience in Procurement and Management
Experience in donor-funded projects, particularly World Bank funded projects, is desirable
Good communication skills and computer literacy (Excel, Word, PowerPoint, Microsoft Office)
4. Environmental and Social Inclusion Officers x2 (Location: Kasama and Choma)
Reports to: Provincial Project Operations Officers
Job Purpose:
Responsible for implementation and guidance to implementing agencies and local communities on environmental and social project-related matters.
Main Duties:
Collaborate with project officials on implementation and review of environmental and social instruments
Support community facilitators to ensure adherence to environmental and social screening checklists
Ensure suitable management of natural resources and undertake relevant studies or surveys
Monitor sub-projects for compliance with environmental, social and occupational health measures
Prepare and submit periodic progress reports
Qualifications:
University degree in Environmental Planning and Management, Regional Planning, Development Planning/Economics, Geography, Agriculture Economics or relevant field
Minimum four (4) years’ experience in environmental and social work, plus three (3) years in community-based projects
Knowledge of Zambian environmental and social laws and regulations
Experience with donor-supported projects, particularly World Bank safeguards, is an added advantage
Strong communication and computer skills
5. Monitoring and Evaluation Officers x4 (Location: Mansa, Chinsali, Kasama and Choma)
Reports to: Provincial Project Operations Officers
Job Purpose:
Responsible for monitoring and evaluation of project activities in respective provinces based on the Results Framework and M&E plan.
Main Duties:
Develop and implement field monitoring plans
Oversee data collection and ensure data accuracy
Conduct progress reviews and generate reports
Facilitate capacity building in M&E practices
Compile lessons learned and best practices
Qualifications:
Grade Twelve (12) Certificate
Degree in Demography, Development Economics, Project Management or related discipline
At least four (4) years’ experience in M&E of development projects
Experience with World Bank or international organizations is an advantage
Proficiency in STATA, SPSS, MS Project or digital data tools such as Kobo Toolbox
6. District Operations Officers x20
Reports to: Provincial Project Operations Officers
Job Purpose:
Assist in planning and implementation of climate resilience and nature-based solutions at community and district levels.
Qualifications:
Grade Twelve (12) Certificate
Degree in Planning, Environmental Education, Natural Resource Management, Development Studies, Agricultural Studies, or related fields
Minimum four (4) years’ experience
Experience with World Bank funded projects is an advantage
